Seeing is Believing - Bill List for Matawan

This is being done by the same Councilman who previously was to sponsor a resolution against PAY TO PLAY. Guess the money was too good to pass up.



JUST SAY NO to elected officials who perform work for the Borough and then vote to pay themselves! We are surprised to see no one really cares about unethical shenanigans in the Borough. Therefore, we decided to post a previous Bill List wherein Councilman Kevin Mendes family business did work for the Borough and the Councilman voted yes on payment of the Bill List. This bill is for 4/18/08 in the amount of $468.00, followed by another bill for $202.80 on 5/16/08. So far Councilman Mullaney has only submitted one bill in February 2008 for $452.50 and of course it was paid. Based on a reply to a resident at a recent Council Meeting, he gave the impression that Mullaney Tires has continued to do work, just hasn't gotten around to billing the Borough.

Follow Up to Borough Council Meeting 6/5/08

Last night's meeting held on Thursday, June 5, 2008 was uneventful. It was great to see the Council working together. Although Councilman Malley continues to make senseless barbs at the Mayor....but ah we forget he is running for re-election. Are the Borough Council meetings the proper forum for electioneering. You decide, because we think not!

At last night's "open public" portion of the meeting a resident questioned why Key Auto Body, Councilman Kevin Mendes' family owned business, is doing work for the Borough. Councilman Mendes is the Chairman of the Fire, Police, First Aid Committee.

During the brief encounter the resident had commenced to praise Councilman "Bud" Mullaney, because at a previous meeting and in one Blog this year entitled, "Mullaney will sponsor good government in Matawan," he stated his Company, Mullaney Tire, would not be doing anymore work for the Borough. It appeared that the resident agreed with Mullaney's position and was starting to commend him.

However, Councilman Mullaney stated Mullaney Tire continues to do work for the Borough.....Abruptly, Mayor Buccellato ended the discussion and chastised the resident. Why did the Mayor stop the proceeding? The Mayor requested the Borough Attorney to speak with Councilmen Mullaney and Mendes.

Will the resident that asked the question ever get an answer? Therefore, the question we pose to the readers of this Blog is:

Is it proper for a sitting Councilperson to perform work for the Borough and receive remuneration?

Scudiery owned Property- Picture is worth 1,000 Words

In response to a question from Truth in Matawan, the following information was obtained from the NJ Property owners - 2006 (public record,) on the Asbury Park Press website:

Mr. Scudiery also owns property in Sea Bright and the Highlands. Is he also politically endorsing Candidates in those areas as well?

As a resident of over 30 years in Matawan, isn't it odd that since Councilman "Bud" Mullaney's political involvement these last two years, businesses have been making political endorsements favoring "Buddy's" candidates? Could this be due to some arm twisting of local businesses that have been associated with a local Hospital where he is a sitting Board member?

Not to take away from the good done for Matawan....M.A. just has to ask the question. Understand we appreciate all who work for bettering Matawan, whether volunteering or otherwise.

More on the Reorganization Meeting

So many appointments...so little time. Forget to mention that Councilman Mike Cannon was appointed Borough Council President. Wonder why he wasn't sworn in at the meeting, another goof? The meeting didn't start on time.....why would we think the Reorganization Meeting would be coordinated properly, the regular Borough Council meetings don't start on time either. Well at least they are consistent.

Mary Mullaney and Pat Coleman were recognized as Citizens of the Year for Matawan. Congratulations to you both on a job well done. Mary is the wife of Councilman "Bud" Mullaney, Mother of Meghan Mullaney(recently resigned from Borough Council) and Michael Mullaney, 2007 Chairman of the Recreation Commission. Mary and Pat are both members of the Recreation Commission and participate in Matawan Alliance events.

Is Matawan Really Pinching Pennies?

Budget - Who's pinching pennies in Matawan, but spending dollars? At the December 18, 2007 Borough Council meeting, Resolution 07-12-30 for Emergency Appropriation Hospitalization in the amount of $125,000 was introduced and passed. After a resident questioned this resolution Councilman Cannon stated that the funding would be coming from the 2007 budget. Another Councilman questioned that statement and indicated that the money was to be provided in full from the 2008 Budget with the hope that monies from the 2007 budget could be applied to the appropriation.

This means to me, a layperson, that a $125,000 expense from the 2007 budget is being place on the shoulders of the 2008 budget. Why? It sounds to me like no one was minding the store? Where was the Borough Administrator (obviously writing his new contract)? Where was the Finance Committee? Where was Councilman Cannon, who constantly cries that we are pinching pennies? Where was Counclwoman Meghan Mullaney, the Finance Chairperson, until she resigned from the Council right after the election in November? I guess resigning was better than the alternative?

Borough Administrator - In another "financial faux paux" the Borough Administrator, Fred Carr, the same Administrator who lost the Beacon Survey Report of Main Street which cost the taxpayers money, the same Administrator who lost the Borough grant money and the same Administrator who has not filed for a current grant, was given a nice "fat" new contract? Yes, boys and girls screw up your job in Matawan and get rewarded. Only in Matawan! He was not only given an increase in salary, family health, dental and prescription coverage with premiums FULLY PAID FOR BY MATAWAN BOROUGH (for those that don't know...that is you and me), vision benefit for only himself(how considerate.) I would guess his family doesn't need glasses. Paid holidays same as other Borough employees. Fifteen (15) vacation days, five (5) personal days, the same number of sick days per year and sick leave, as enjoyed by other municipal workers. Wait it gets better, he will get time off and reimbursement for expenses for professional development and/or attendance at conferences. A maximum of 10 days off for attending ICMA, NJMMA etc. conferences with authorized reimbursement not to exceed $3,000. Now here is a break for you, he will not have a Borough vehicle but he will receive $200. per month paid on a quarterly basis. By the time he is finished we'd have to figure out how many days he will actually be working. No wonder we keep losing grants!!!!

All this based on a 35 hour week, Mon thru Fri. including evening Council meetings. He also must be available at all times and on call.

Objections - Could we not have a part time Borough Administrator, thereby providing a savings to the Borough. We have had part timers before without any problems so why not now. Why are we providing medical benefits for Mr. Carr when he has military health benefits, why are we paying him expenses for his vehicle, does he travel that much, if so, then shouldn't it be on an "as needed" basis with a capped amount? Now for the final objection, as we have not had anything going on regarding Redevelopment and trusting that next years Council will get moving on it, Does Mr. Carr have any experience with Redevelopment? Will Mr. Carr be learning all about Redevelopment at Matawan's expense?

All of this for a Borough Administrator who has misplaced valuable Reports, lost the Borough grants and has not gotten the Borough any new grants. Yeah, working for the Municipal government is a piece of cake! I'm just sick and tired of it being my cake! In the private sector this type of worker wouldn't last.......Only in Matawan....

The only NO vote for this contract came from Councilman Paul Buccellato.

DUUUUUUUUUUUUUUUUUH!


What local politician had Matawan Police remove Buccellato,Buragina,Clifton signs from the Strip Mall on Main Street(where StarBucks is located?) All weekend signs for Aufseeser, Bunyon & Mendes were covering strips of grass on this strip mall. When a volunteer put signs up for Buccellato, Buragina & Clifton (several, I might add, not 20)the Matawan Police were called and told that the Democrats have the "exclusive" rights to put signs up and insisted the Police Department remove the Republican signs. The Matawan Police complied. Now perhaps the Police should have requested proof i.e., a letter of some kind, a phone call to the owner. But they didn't and why should they, after all it was a Democratic Councilman from the Borough. Waste of manpower, waste of taxpayer money, absolutely! The same Democratic politician who told our Police this story and wasted our tax dollars....was not telling the truth. OH NO, YOU SAY, NOT TELLING THE TRUTH, yes, readers sorry to say but that pleasant face does lie! Just when you thought it was going to be a fair, honest election, HA! This certain Councilman must want to win so badly that he lied to the Matawan Police. He should have known better.... Isn't that against the law?

THIS ELECTION I AM EXCLUSIVELY VOTING REPUBLICAN! WHY YOU ASK? BECAUSE THE REPLUBLICANS WILL TAKE MATAWAN IN THE DIRECTION IT SHOULD BE GOING. That aside, underhanded, devious, conniving, deceitful politicians will never get my vote.

You see early Monday morning, it must have been "Matty the Ghost of Matawan" all those signs disappeared. You remember "Matty the Ghost of Matawan" walked off with the report that we taxpayers paid for and the Mayor & Councilman Mullaney never mentioned to the Council. Even the signs on Route 34 in front of the Prudential building are gone. Unlike American Properties, apparently there are some savvy business people who don't want to get involved in local politics. Has the damage been done by those signs? Tomorrow will tell the story. Will Matawan be governed by underhanded antics or will the real issues in Matawan be considered by voters?

Borough Council Meeting Update


Jackson Street Park - Mayor Aufseeser stated at last night's meeting that a Matawan Contractor, Florin Lupo, donated the labor and materials to pour new concrete at the Park. Mr. Lupo owns properties in Matawan, ie the former Joe Pepe's Restaurant, the old movie theater, a portion of which is occupied by Mullaney & Associates (a blood relative of Councilman Mullaney and Councilwoman Mullaney.) A resolution by the Mayor and Council acknowledging Lupo's generosity should be presented. The downside to this matter is does Mr. Lupo expect anything from the Borough.....perhaps moving one of his application dates up on the agenda at the Planning/Zoning Board. While not illegal, would it be considered an accomodation, a favor.... Hmmmm.... Word is that Lupo did provide the Laborers. However, did not pay for the concrete. The question is who paid for the concrete....if not the Borough...then WHO? If anyone has any information regarding the name of the party or parties who paid for the concrete, please contact the Matawan Advocate. There seems to be some shady dealings going on in Matawan. Although the Mayor said Lupo paid for the work and materials at the Jackson Street Park....people in the Borough have serious doubts.

Redevelopment - Councilman Mike Cannon stated the Redevelopment Committee met with the Planner and we can expect to see some type of Plan for Redevelopment soon. We were promised this months ago and are still waiting. When we get our new property tax bills in January 2008, following revaluation, you will realize redevelopment is necessary if Matawan is to survive.

Illegal aliens - This situation comes up again and again not just in our Borough but throughout the Country. Fact is the Federal Government does nothing about this problem, which is growing in epic proportions. We can only deal with our Borough. Last night's meeting brought up other concerns. Health Department concerns were raised by residents. While the gathering of day laborers at the 7-11 on Main St is permitted by the owner of the 7-11, the question of toilet facilities goes unanswered. Where do the day laborers who could be there for hours and hours go to relieve themselves? Do they use the back of the 7-11 building which is parallel to the Lake? If they use the land behind the building...does their waste eventually end up in the Lake? Are they using vacant land in Matawan as a public toilet? The Mayor and Councilman Malley do not think this is an issue. Residents do not agree. Residents are concerned!

Borough Personnel - In a strange turn of events the Council voted on the hiring of John T. Quinn as Construction Official/Zoning Officer/Building Inspector. Councilwoman Meghan Mullaney and her father, Councilman "Bud" Mullaney, objected to the appointment. Councilwoman Mullaney is the Chairperson of the Personnel, Finance & Education Committee, wasn't it her job to have done her research prior to the meeting? It appears Councilpersons Mullaney have someone else in mind for the position. The question that comes to mind is, Does Mullaney want to control Matawan completely? Perhaps this Borough is becoming Mullaneyville. While applauding the efforts, I question the way things are being done. There are certain procedures that must be followed and it appears some people think it doesn't apply to them.

Another aspect of the illegal situation is property values. Coming into Matawan Borough you are greeted by a rundown Train Station surrounded by boarded up businesses and then the 7-11 filled with day laborers. Oh yeah that makes people want to move to Matawan. Women can't go to the 7-11 without being accosted by day laborers either looking for work or passing remarks. Would you send your daughter to the 7-11 for a quart of milk....I sure as hell wouldn't. As long as the owner of the 7-11 allows laborers to gather on his property this problem will persist. His concern is not for Matawan, but for his wallet. Money talks! Matawan is going green, not in the sense of ecology, but in GREED.

WHOSE BEEN PLAYING at the Jackson Street Park

Has anyone noticed work going on at the Jackson Street Park? It seems a mysterious benefactor has been ripping up the concrete and laying a new concrete path with an additional walkway to the basketball court. Now who authorized this work to be done, who's paying for it and were the day laborers doing work there paid "pre-vailing wage?" It is a Municipal project. Once again a mystery prevails in Matawan. Think about this....Michael Mullaney is Chairman of the Recreation Committee....Mary Mullaney is on the Committe....."Bud" Mullaney" was seen at the Park with the "day laborers." It just so happens there is a "Basketball Tournament headed by Michael Mullaney in Sept at this park. If this is a Recreation Committee expense, why wasn't it discussed with the Borough Council? If the concrete was donated...shouldn't we know by whom? If it was a Matawan Borough contractor....what do they expect in return for their gift and do they have any projects going before the Planning/Zoning Board. As a side note, Councilman "Bud Mullaney" is on the Planning/Zoning Committee. Coincidence?

Is our mysterious benefactor going to place a safety base under the childrens play equipment? Now that would be a gift....children are more important than the park "looking pretty."

Mullaneyville or Matawan? YOU decide!

You had to be there. That’s right you just had to be there to see the attitudes at the 5/1/07 Matawan Borough Council meeting! Resolution 07-05-09 Payment of Bills, raised questions from Councilman Paul Buccellato regarding donations and the procedures and criteria used in such determinations. Buccellato questioned the IRS status of one such charity, the Matawan Alliance stating to his knowledge there was no record of filing with the IRS of this group. Apparently, if there is a criterion, all Council Members and the public have not been made aware of it.
As a layperson, we must ask why is Matawan giving away money?
a) our Budget hasn’t been adopted yet
b) the voters didn’t pass the school budget, and
c) if Matawan has $4900. to donate, can we afford to be so magnanimous?

In a previous Council Meeting, Councilman Michael Cannon was heard saying, we have to count our pennies. While we are counting pennies, did we forget the dollars? We are currently looking at a Budget INCREASE of over $1.3 million dollars between the 2006 & 2007 municipal budget. Who is kidding whom here?

In a defiant move, Councilman “Bud” Mullaney and his daughter, Councilwoman Meghan Mullaney went against the advice of Borough Council Attorney; Pat Menna, Esq. to delay payment pending investigation and attempted to pass a resolution to donate monies to the Matawan Alliance and the Boy Scouts of America. Mary Mullaney, a founding member of the Matawan Alliance, took to the podium, in a failed attempt to display a file folder containing paperwork purported to be IRS filing. Well, it turns out that the Borough Attorney, Pat Menna, Esq., is investigating the Matawan Alliance’s IRS status. This raises questions regarding the legal ramifications of all donations made to this group. We trust Mr. Menna will have the answers and can resolve this issue. Councilman Mullaney and Councilwoman Mullaney would have placed the Borough in legal jeopardy had it not been for the advice of our Borough Attorney, Mr. Menna and the initial question asked by Councilman Buccellato. As to donations, past and present look to the next Council meeting and the findings of the Borough Attorney for guidance.

It is prudent as witnessed by present events that we establish and publicize guidelines for charitable donations given by the Borough. It is clear if we have such guidelines in place not everyone is aware.

Following the actions of certain Councilpersons, it is timely for a refresher course in “responsibilities, ethics, duties and obligations” of Council Members. No elected official should knowingly jeopardize the Borough for his or her own egos!

Update to Borough Council Meeting 4-19-07

Correction: Ordinance 07-06 Amendment for the "Wireless Telecommunications Towers & Facilities." This ordinance was not about the placement of a cell phone tower on top of the water tank in Matawan. It was merely to place an ordinance regarding cell phone towers on the books. However, we believe one of the locations being discussed is on top of the water tower in Matawan. That location is within feet of the ball park and homes.

With that out of the way, here is what was going on at this meeting:

Budget 2007 - The Borough Budget, Primary Components of Tax Increase and Budget Status were made available at the meeting for attendees to review and question. Matawan's CFO was present to answer questions, note there was not enough time to review the documents. Following opening/closing the floor to questions, the CFO left the meeting.

Problems with this procedure:
1. To review the Budget documents prior to the meeting, a resident must go to Borough Municipal Center to request a copy, pay $1.00 per page under the Freedom of Information Act, and in all likelihood fill out an OPRA form.

2. Distributing the Budget documents at the same meeting, followed by opening the floor to questions is absurd! The Chief Financial Officer of Matawan, nor Mayor Aufseeser, nor Councilwoman Mullaney, Chairperson of the Finance, Education & Personnel Committee, explained any part of the Budget to attendees. We, as taxpayers are entitled to a line by line accounting of the Budget. A meeting for discussion of the Budget should be held apart from the Matawan Borough Council Meetings. With an increase to the budget by over $1,000,000., we are entitled to a detailed explanation.

The approximate increase to Budget will be 11.3 cents, BUT and that's a big BUT, if we receive extraordinary aid from NJ State which we have received for the last 3 years of $300,000. then it would be a decrease of 6.94 cents. Now we would be talking about 4.36 cents increase to the Budget. Notice how when discussing the Budget in dollars it is over $1,000,000. increase, BUT when explaining the increase to taxpayers it is in cents. Hmmmmmmmm

We have not heard of an actual plan to share services, cutbacks or any other way to trim the budget. Oh wait, least we forget, one trim was made by the Mayor, the Recreation Director position was deleted from the payroll. However, the Mayor claims that salary was used to pay the salary for one new patrolman in Matawan. So that really doesn't count, does it? Personally, I would rather know that my elected officials are working diligently on the Budget, then let us say, picking up garbage in the Parks? Priorities, please.

The Word for the Day ---- ACCOUNTABILITY! When is the present administration going to be accountable to the taxpayers?

At the Meeting Sheila Flamm read a statement of her opinion pertaining to the local School Board elections to the Matawan Borough Council. The postage on a recent mailing from her opponent, and subsequent winner in the election, Larry O'Connell, was paid for by a permit issued to the Democratic Party in Matawan. Ms. Flamm had the mailer in her hand and displayed it as she spoke. Flamm was concerned that politics have been added to a non-partisan election and that it was not in the best interests of the children of the Borough. The Democratic Council Members were conspicuously the "silent majority."

In an unethical move, Councilman Mullaney was reported to be behind closed doors with the Borough Clerk, Jean Monfort as she was processing the ballots for the School Board election. When is it appropriate for an elected official who clearly supported a School Board Candidate to
be present during ballot counting? Councilman Mullaney, check yourself! The name of the Borough is MATAWAN, not Mullaneyville!

November 2007 elections in Matawan will be interesting to say the least. Debates on the issues facing Matawan by all candidates should be on the agenda. Let's hear what the vision for Matawan is from each candidate.
